The ship is a combination of things really; >>10142394 has a point that, for some odd reason, there is the idea that if a boy teases/bullies a girl, it is actually because he is insecure about his emotions towards the girl and doesn't know how to properly express them, so he instead pushes her around.
To some, they relate more to Gideon than to Nick, since Gideon is the "shy, unintelligent former fully with a heart of gold" stereotype. He doesn't display the confidence that Nick has, which makes him easier to almost self-project into for people who have lacked that trait in their lives.
Add in the whole "enemies to friends to lovers" trope which A) everyone forgets the friends stage for Judeon and B) WildeHopps already does it better, and I can see why Judeon is a thing, even if no one has ever really done it remotely well and the ship itself might as well be a crackship.

A lot of the issues with these stories is that it doesn't feel like the author correctly portrays either Nick or Judy's characters, so the chemistry is quickly lost when the author forces them to act a certain way so that drama can drive the story forward. It falls flat when the relationship tension could be solved either by talking, using common sense, or either one having some type of self-confidence and just asking the other out on a date because fucking hell you don't have to say "I love you" immediately, just say you are interested and go from there.
