...Or wait! Aackshully, you're already doing nice work on figuring it out yourself. See the neck on the leftmost raptor (with the garland)? His neck looks like it tapers slightly towards the head. It might not have been intentional, but that's the basic gist of it. The neck (barring scalenes, sternocleidomastoids, soft-tissue displacement due to the platysma and all sorts of crazy stuff) is really simple: To begin with, just two curving lines. Don't have them be parallel, though, or you'll end up with a tyeuuughbe.
Try it out a few times on a practice-/doodle-sheet, with the neck broadening towards where it meets the shoulders, then after you've practiced visualizing it a bit see if you can touch up the neck on the on the right in your drawing? (If not, don't worry about it. It'll come)

(The thing at the top is a cheap trick for if you want to do anthro/humanoid necks some time.)
Remember to think simply and in curved lines, at least to begin with. After all, the neck is all about the spine, and the spine doesn't flex abruptly.
Take your practice-sketchbook and try some simple head-shapes and torsos (don't focus on them!), and then try connecting using various curvy neck lines. You'll see that with few simple curves you can give form to perspective, flexion/bend and thickness/tapering, all in one.

The one on the left turned out especially nice (although next time you draw flower-stuff, keep the linework simple! ..or else the lines will crash, clash and intermingle, and it'll end up looking like an afro).
Very nice heads! See that faint line you have running along the leftmost raptor's back? It doesn't necessarily have to follow the spine, or even make anatomical sense. ..it distracts the eye perfectly (since it's faint it doesn't clash with the stronger body contour) and "fills" the empty volume of the body, helping the eye know where the body goes. Such a simple thing and suddenly the raptor becomes much more a 3D shape. Pretty cool!
Make sure you lean back far away from the drawing now and then and take a far look on the overall poses and anatomy (preferably several times early in the process). It sometimes helps a lot.

Sure you want another request, though? Heh, damn, alright. Two choices:
If you want the more practice-heavy one, draw two raptor heads, from a somewhat similar angle; one sort of realistic (google for a reference), and the other looking like a cartoon (crisp, smooth lines, perhaps add a bit of expression to it if you dare---going to take a bit of experimenting probably).
..If you want the regular one, draw a raptor sticking its head out from underneath the sheets on a bed, looking either confused or tired, with a human arm (human off-frame or not, up to you) holding out a cup of coffee/cocoa to it.

A bit style-homogenous perhaps, though. ..and it somewhat precludes drawing heavily stylized eyes (i.e. styles without regard to the imagined physical ocular orb), but such toony styles is probably not your immediate concern anyway.
(Remember to practice on separate doodle sheets! Many various eyes in many different styles. Play around, and when you find something that feels good/cool, try a few variations of that one, perhaps turning it into a full head if you feel like it.)

I don't know if it's lipstick or blood or facial hair on the left one, but it's nice to see you trying crazy stuff out (everything helps you exercise your visualization and coordination).
If you want to probe further for what style suits you best (after all, various styles incorporate various visualization and stroke dynamics, so one might suit you better to begin with), you could also google around for other raptor drawings, take note of how the artist draws the eyes, the head and neck and jaws.. etc.

By trying to copy several styles, you'll understand more of the basics that unite them all (even without knowing).

You have the basics down pretty well, it seems. I'd suggest trying out a few "hard" scaly angles: from the front, directly above or below, etc.
It's easy to become seduced by doodling out a beautiful side or 3/4 profile, you see.. since the minute "errors" in anatomy isn't noticeable due to its exotic nature, and--since you have no alternative references--there are no inconsistencies to fault yourself on. (You'll see it clearly if trying to draw something the mind views with more aesthetical scrutiny--e.g. a photorealistic/unstylized human head.)
Here's a trick to torture-training oneself a bit in this regard: Try drawing the exact same character in several very different poses and angles (particularly the head). You'll find discrepancies which you might work on, and improve consistency. (Don't be discouraged!)
Feel free to exaggerate the perspective too with regards to the body pose, if you want. Helps promote three-dimensional visualization of anatomy and shapes, which is something one might as well practice as much as possible, really.
Also, careful with leaving those primary body contours too vague/sketchy/indistinct. Insecure sketchy lines trick/distract your mind into thinking the form is sound when there might be minute faults.
(E.g. lumbar kyphosis might be a bit too high up on the spine; hard to discern where "hair" starts and lateral superior aspect of the neck stops, visually; proximal left thigh's upper line has a bit of an awkward concavity; tail lacks consistent tapering; thoracic circumference perhaps a biiit too small => lack of visually apparent widening of the thorax circumsternally .. small things like that.)
One can easily mesmerize oneself if the linework is too sketchy.
(Although you're definitively starting from the right "end", with sketchwork like that!)
