I don't know. She's certainly a character that has had more fan involvement than literally every other character. As I recall her battle costume design was made by a fan after a large competition.
But she's worse than background fodder as she literally exists solely to attempt "show, don't tell" regarding the Faunus oppression stuff.
Since RT goes off "this is cool" rather than "this makes sense" she gained more presence rather than serving her function and appearing in the background then on.

Generally what happens when you allow fans to design this stuff.
RT are examples of how not to write a story or create characters, RWBY and to a certain extent JNPR were alright but the short episode time does no favours to the show.
Because when you have an average of ten minutes or so you have characters that don't matter take up precious seconds.

Camp Camp is comedy and RT excels at comedy.
2D animation is often able to be more expressive but the Camp Camp art style is basic enough to be done quickly and gets the characters across.

RWBY is full 3D and is about style over substance, rule of cool above plot, characters, interactions and basically fucking everything.
It might get better but it might not but it basically comes down to RT playing to their strengths when it came to Camp Camp and them being not as good at what RWBY is supposed to be about.

I really don't think they cared, for the most part. On boards with generals, not just /co/, you'll sometimes get guys who whine that generals exist and enjoy them suffering a misfortune. Pile bunker gauntlet like from bloodborne.

Blunderbuss. It's low tech enough that it should fit the universe, then you can spice it up like Roadhog's scrap gun in Overwatch, reinforcing the barrel to be able to fire "unconventional" ammunition at the cost of accuracy. Downside, is making the barrel reinforced like that makes it heavy as balls which fits the high-strength requirement, but then this also means you can hot-load the fuck out of your gunpowder charges to cause some serious damage. Problem will be that it will only really work for close range.
