Gravity. Explaining weird geographic stuff and anime physics via lower gravity doesn't explain why everything else works as you would expect if g=9.81m/s^2. Everyone walks normally instead of doing long strides in slow motion.
Not to mention that the size of the planet doesn't change the situation of Vale's size much. Even if the numbers in the infographic are very highballed and Vale is "only" the size of an average Earth country, it's still enormous. For Vale to be city-sized, the planet would have to be retardedly small.
Our moon has one sixth of the gravity and one fifth of the surface area, so if Vale was proportionally shrunk it'd still be over four times larger than our biggest city. And that simply cannot be the case, because at one sixth of the gravity the kinetics would all look blatantly wrong.
