Regarding the story -
Firstly, a few lines I liked:
"Crumpled flat on the floor like a murder victim," - made Remmy's exhaustion immediately understandable, and tangible.
"Hey, it's not like it's just a discount sandwich or extra ice or some piddly shit like that! They're sweet potato fries!" - a very poor, and realistic, excuse that is 100% what Remmy would use.
Writ large, the main problem is Anneke. At times she seems fairly oblivious (or uncaring) towards Remmy, and others overly emphatic. This is a fairly realistic depiction of the fickle nature of emotion, but it is not a dramatically compelling one, and it makes her actions seem more like a convenient way of moving the plot than the actions of a person who, like all of us, has stuff going on beyond any one relationship or event.
Also, this story as it stands does not reach a terribly satisfying conclusion - it would need more chapters to reach its dramatic apogee, and for a fic like this (e.g. romance) that is in my opinion necessary. (Not that there has to be a definite conclusion, a breakup or a happily ever after, but the character of the relationship so far just seems one-dimensional - it needs more time to bleed into their lives and thereby touch upon grander conflicts than the disputes of the everyday.)
You use dashes too often, and like to write longer sentences, which can lead to confusing phrasing such as the sentence beginning "A short, overweight fox...." It crams a lot of information in a parenthetical form, which disrupts the flow of thought and action. This is fine when the subject is clear, but since you really like to add detail it quickly becomes overwhelming.
The conflict at the center of this story - unspoken conflict between two lovers and spoken beef between a suitor and Anneke - is a bit unsatisfying. The situation seems too easily resolved; things should grate a little more, so that the actors have skin in the game, so to speak.

Well, psychiatrists can issue prescriptions, though for the purposes of Rinehrt's backstory Violet's help is friend of a friend kind of deal and kept under the table.
Rinehart is a flawed character - he's equally terrified of losing his job and admitting he has a problem, hence informal meeting in diners even though it's probably not the most responsible thing to do, especially considering his occupation.
While the whole set up is technically legal as long as you don't look to much into it, these meetings could mean trouble for V's career if her colleagues knew about them.

thanks. I tried to make give the character some depth - talking to people helped. Most notably zhan - we often swap "happy stories" about our OCs to flesh out them a little bit more, that's how Rinehart's valentine comic idea came about actually. The main point about Rinehart's existence though is you can be sympathetic, but cannot really feel sorry for him as his misery is largely of his own making.

For Judy at least, I would imagine that she would encounter more incidents where predators were injustly treated because of the savage fear. We really only see a glimpse of her realizing this during the transition from the press conference to the meeting with Bellwether; the tiger on the train, the protests, and Clawhauser.
Nick is more of a mixed bag; it is hard to guess the real impact that the savage fear would have had on him. Would it have made it much harder to hustle people to the point where he couldn't do it? Did he honestly just sit around, depressed because of Judy? Considering that he was ready to walk away from her a second time, I would guess that he just pushed it to the back of his mind like everything else and was ready to move on with another disappointment in his life.

I think Rich Moore said it was a total of three months that Judy stayed in Zootopia trying to fix things, then she left and went back to Bunnyburrow for about a week or so.
They did go through life-threatening situations with each other, those tend to make you bond very quickly. Add in Nick stepping in to defend Judy's dream that she had since she was nine (probably one of the few cases where someone actively defended her, unlike her parents), Judy was ready to give him a chance at a honest life, and it is easy to see why they had such a close bond. Even if the trust between them was still a bit shaky at the time.

The second walk away was not really a walk away to Nick.
