Yes.

I never had a rubber duck until I was in college and not taking baths. I did have a rubber shark when I was a kid, and it didn't float properly. It sat on the surface of the water on its side like it was dead.

I had one as a kid that did. I had a devil duck later but he didn't float :(

I remember when my sister was a baby my dad bought her a rubber duck family, a mom with two smaller baby duckies. They floated like a dream. They had a weight somewhere inside the bottom of the body, when you tried to topple them they'd instantly return to their proper floating position.
