We could have sort of gotten around this by getting a King Cold figure, but that'll never happen either.
Fortunately, while it's nowhere near today's standards, Frieza 2 did have a decent 90's toy. That may be the best we'll ever get.

What company made those really early DBZ toys? The ones that only had shoulder 360 movement and absolutely no other articulation? They'd usually have snap on clothing/armor, and the super saiyans had Japanese exclusive repaints with metallic gold hair.

Jakks Pacific released a King Cold back when it had the license but he's one of the harder ones to come across for a decent price since he was only available in a two pack with a variant of Trunks.
