Up until about half year ago Wally world was carrying a really cool box of figures for like 10 bucks. Super cheap and had really awesome details. They weren't the cheap, half melted shit you find most times.
I recommend checking out the local wally world for them if they still carry them. They were great.

Mainly flea markets and yard sales, look for older stuff.
Unfortunately these days anything you find in a store is going to bottom of the barrel that is a recast of a recast of a recast of old Marx-era molds.
Sometimes at oddball hobby shops you can find stuff that is decent with sharp sculpts but it's usually overpriced. The days of plastic army men are kind of done OP, sorry to say it.
