Is there any other reasoning behind them wanting a fucking leg? Does it need to be articulate?

Honestly, they probably just saw a picture of some figure whose leg had been detached from the body while the foot was still attached to the base, and thought it was funny. I really can't think of any figures that would just be a leg, even as a weird artsy thing. Your best bet would be to get some cheap prize figure of an anime girl with an appropriate leg, separate the leg, and glue the foot to the base.
