Not a bad start, the arms are a bit funky, but the legs have pivots and ankle rockers which is really nice.

Pretty much any of the Marvel movie line figures fit your criteria. Such as the Thor or Ironman figures. Bear in mind that while their hips are indeed swivel-hinged, they're attached to the pelvis at an odd angle. So they have the articulation, but it's not super intuitive to mess around with them. They should also be reasonably cheap.

If only this thing had calf swivels, it'd have been the best Spidey figure in that scale. I still wish Hasbro'd stop being stupid about 1/18 scale articulation, especially when they were doing so well not even 5 years ago. Marvel Universe Hercules is still one of my favorite figures, though he's a bit taller than Spidey.
