If it's lacking in sufficient monetary value, then it's not worth selling it on eBay, so I throw it away. I can't see losing money to eBay & Paypal fees and having to hassle with mailing it if I clear $1 after all the trouble.

I often toss some that are broken or obviously incomplete, but I usually donate them to charity. Of course, that's not always the case as right now I'm selling off all my War Planet playsets on eBay even thought they are incomplete. (Shameless plug right there, I guess.)
