Well, besides a larger pic, we need some sort of scale. 12" standard GI-Joe & Barbie size? 8" Mego scale? Or 6" Marvel Legends size.

Also, a manufacturer's stamp would help tremendously. But since you don't have the doll in hand that's a moot point.

Back to the subject at hand, the other dolls next to the mystery figure are clearly some type of fashion dolls and thus, 1/6 in scale. Our mystery doll is smaller than them, so I'd hazard to day that it's an 8 inch Mego scale.

However, the mystery doll is NOT an official Mego product. It doesn't have the standard ankle articulation, nor the gripping hands, and the hip joints are not in the traditional Mego style.

So this figure is made by some toy company other than Mego, but most likely made during that mid~late 70's time frame when the Mego figures were popular.

But yeah, we really need better pics and some manufacturer's mark before we can get a positive ID. OP, if you got a Facebook account, why don't you share that picture with the Mego Museum on FB? I'm sure those guys could help.

Well at least the chubby Barbies that I've seen in my area come with a lot of accessories and crap so like you said those go for like 20 bucks, so I guess I haven't seen the ones that are more basic.
