Try asking if someone is interested in the custom general. TFW2005 also as a board for customizers to promote their business and most of them don't limit themselves to TF.
Just make sure to ask to see some of their past similar works because a lot of customizers like to take commissions even though they're terrible at what they're doing.

Don't be a pussy and do it yourself. You might learn a thing or two and in the end you'll feel proud of what you accomplished. Hundreds of techniques and tutorials out there on the web.
If you have any places that host stuff like warhammer near you, one of the minis gamers might paint shit for you, but anime figures are kind of a different style than warhammer guys.

It's going to be expensive. Custom resin kit assembly and paint jobs aren't cheap. You're looking at at least $200 and it'll depend on how good the quality of your kit is. If it's junk that has problems abound expect to pay out the ass. It's a very niche market. And good luck finding a good modeler.
