The Waspinator as Shrapnel thing is probably just a reference from the cartoon. Evil Rhinox scrambled Waspinator's brains and made him think he was Shrapnel(Decepticon Hero-o-o). Its a joke scene that is actually pretty important, because it gives us a timeline for the era the characters in BW are from(300 years after the war in G1 ends..though that is another timeline question of just when did the war end).

They ideally want anyone to be able to pick up anything "Transformers" and be able to get into it relatively easy. Which isn't a terrible idea in theory, but it really feels like Hasbro can't coordinate creative stuff to save their life. Between the constant disconnects between the movies and movie toys, the clusterfuck of Aligned, etc - it just feels like they ought to just leave the creative stuff to the creators.
