Could the essence of the Truenamer class be saved in the form of one that's more mechanically... functional? Less pure shit?

Yes.
Removing the DC increase for using the same utterance repeatedly would be what jumps to mind immediately.

Lots of systems use skill based magic.

The fluff was great. You could fluff literally ~any~ wizard as using the power of True Names. particularly since wizards are expected to spend many years digging through dusty tomes in obscure libraries.
After all, where would you learn the True Name of a demon who can shoot fireballs but from decades of searching?

Yes. Pathfinder has a Spheres of Power supplement that can replicate both the feel and the lore of it perfectly.

I've never understood what about truenaming wasn't already implied by traditional magic. Isn't that what verbal components are?

Rebalance the DCs for truenaming, mostly. Basing it on CR is rediculous. Basing it on HD is a bit better. Then add in a list of different ways to increase your checks- circumstance bonuses for researching the target, for example, or for spending more time on the truenaming.
Then, finally, allow 'metamagics' for truespeech without requiring feats. Increase the DC for each different boost you give the Utterance. Things like making trunaming an extraordinary ability to pass through antimagic, or not limiting it to line of sight/effect. Or increasing the range a great deal.
Then it allows you to come up with a truespeech utterance where you're literally just reverse-word of nurturing someone from across the world.
