My school's library has free 3d printing for students. Where would I go to find miniature/landscape models?

Depends on your budget and how complex you want to get.

Once you've done that you can download blender and start modifying them to carry different weapons or copy pasting bits from other models to make new ones.

Actually just go to HeroForge, create an account and go to My downloads. There's a Paladin and an Explorer model you can download for free.

Funny, I was just goofing with this idea. Daz3d has oodles of freebies for making fantasy characters, and lets you export to .obj. You need to do some post processing to get it printable (Daz doesn't export solids, and the scale will be off), but it's a good start.
