Does anyone know of a system that could be good for a ‘Who Framed Roger Rabbit' type setting? My group and I were having fun coming up with campaign ideas over the weekend, with one of the more popular ones being about a human/toon police squad in the 80's coke-crazed Miami.
As this has been a quite slow week for me I've managed to expand on the setting quite a bit and come up with a couple of ideas for cases. But I'm a bit stumped on which system to use.
I’ve been thinking of using Gumshoe or GURPS Cops as a basis and coming up with some new traits/stats for the toons. But I’m not quite sure how to handle combat when ‘lethal damage’ isn’t really a thing for the toons. They should, contrary to their human partners, be fine unless a certain mix of paint dissolving chemicals is involved.
Any ideas? If we’re talking offensive toonforce it’s fairly low-end, with the crazy feats seen in cartoons just being special effects.

Gumshoe wants to be a detective/investigator setting - I'm not super familiar with it but maybe worth checking out.
