Actually running a game in this setting right now, using Cypher. I had to mess with the actual rules of the setting a little, but it ended up working out okay. I set it in the capital city of Tyvia, Dabokva, because it means I don't have to worry about the plot of the actual games. Cypher seems to be working pretty well for it.
