Either you weren't supposed to beat him at that point and your DM railroaded him away, or your DM legitimately thinks the main villain should be able to escape to fight another day. Either way your DM is an idiot for making the fight anticlimactic.

If you're playing D&D (or any other game where the players can teleport away), you should assume enemy wizards prepare teleport too. If you fail to do so, that's your own fault.
