I can say I prefer armies that have a number of individually powerful units, rather than horde.
MC nid armies are always fun, GK and DW always feel like a desperate battle against giants of their kind, who is hunter and who prey, Deldar haemonculi armies are always weird and kinda terrifying if you imagine what their eldritch weapons are doing to your dudes, Admech and Harlequin forces are frankly frightening when you realize what they are doing in lore as they rip you apart with inhumane warriors.

Plauge marines feel a bit like vet squads, you will end up getting Death Shroud and Grave Warden rules in your codex. With some ForgeWorld, I bet you could probably reuse most of your legion anyways.

Yes, but it'll normally be wasted since you're targeting a character instead of a unit. If you hit a unit with it, imagine your shot going through one guy's head, and into the next guy.

I've had some of those date back about 15 years, then the termies and 20 of the tacticals from the marines vs orks set some years back, then they just sort of added up over time with me never being able to settle on a chapter and color scheme before Duncan made a guide for Blood Ravens. I am pretty sure I want to do my own loyalist chapter successor to the EC, or some alternate reality loyalist EC themselves for 40k.

I have some questions about custom chapters though.
Say I want to use the UM chapter tactics.
Can I "use" the UM characters, just painted or greenstuffed differently? Keeping the same base sizes of course. The extreme example would be (assume I am talented) roboute guilliman sculpted and painted to fulgrim, and I even call him fulgrim but use rowboat's stats.

What are common annoying tropes to avoid? I don't want a mary sue chapter I just want to get across the "They pursued perfection too far and fell from grace, and are trying to repent" theme.

Generally yes as long as you make clear you're using the actual Ultramarines rules and not running with your chapter's keyword as a successor. That gets a little odd with Guilliman though. You can't really "counts as" a Primarch and have it make any narrative sense.

I don't know what more you want me to say. They rolled out all the bugaboos the system had this year barring Necrons. Skittles are getting their desperately needed buff like CSM did, and they'll be knocking down IG. Don't have to take my word for it, but that's pretty much a foregone conclusion.
