Any recommendations for low fantasy games with streamlined combat and little/no emphasis on magic? I only have experience with 3.5e and 4e but I just find that the combat is drawn out too much unless there are magic users in the group.
Any recommendations are greatly appreciated!

I like Dragonquest myself, which is half of what you're suggesting.
It's got relatively streamlined combat, mostly focused on tactical positioning but without a huge number of different attack options. It's also very quick and lethal with most setups.
However, there is quite a lot of magic, but magic is pretty useless in combat. Really powerful stuff requires extensive preparation and often has casting times of hours to days. It's the sort of a system where the fighters fight, and are there to protect the mage who does something exotic.

Basic D&D combat runs a lot faster than 3.5 or 4, but wizards are still a thing.
