Giants are the standard enemies of dragons. They don't even have to be the super huge kind of giant if they work as teams with weapons, but the really large giants are the ones that tend to be used for the giants vs dragons trope.

Something like a Rock Giant/Scandinavian Troll would be your best bet. If it's of a relative size, the dragon would be hard pressed to damage it, though how the giant would stop it from running away is the question you'd have to deal with.
