Athas arcane magic draws power from the environment and life energy, not the sun iirc.
You'd probably see a rise in Alchemists, Psionicists, or people specializing in regular engineering amongst the smart guys of the world.
Some sort of reverse Dark Sun

I guess the question is are you setting your game in the time after magic-users have caused catastrophic climate change, or before it?
In the former case I guess you have chilly dark sun and knowing magic is a capital crime everywhere except those places ruled by sorcerer-kings too powerful to give a fuck about what anyone thinks.
In the latter case, nothing changes except you run into the occasional druid who berates you for using magic irresponsibly.
