What would an Indian setting involve other than superpowerful gods? What kind of themes and culture is involved?

The concept of Dharma if applied to a fantasy setting would be interesting. Everyone's soul has a particular divine duty that they should fulfil, do it and you get good karma, break from it and you get bad karma. It would be interesting to consider a setting where these things are much more obvious and direct.

It would be interesting to see fantasy Jain monks roaming around, though they'd be almost impossible to play as PCs. They'd gain magical powers through starvation so if there was ever a loophole that allowed them to fight they'd make the perfect glass cannon style wizards.
