To the goddamn letter. They have bird stats with elevated intelligence and the capacity for speech, and can only speak bird unless they specifically choose to spend languages on others.

Depends on what kind of town they're in. If they're in the middle of Bumfuck Nowhere village where the population is nothing but humans, then yeah. But if they're in a bustling metropolis that sees multiple races living together then I would give the NPCs more of a curious and weirded-out reaction rather than being automatically aggressive.

Plenty of enemies to choose from. Cats have insane stealth and should make going to the ground very scary. Predatory birds like Hawks and Owls in the sky.
Birds naturally form flocks and defend territory so you can have assassin Hawks.
Them having weapons seems to defeat the purpose, why not play it straight intelligent birds? Or at least create fitting weapons for birds.
