Are there any systems that replicate the feel of a Final Fight

Are there any systems that replicate the feel of a Final Fight or just general Beat 'em Up style games well or would I be better of just trying to find something that replicates fighting games and moving from there? I've seen a couple discussed here before, but I'm not sure what would handle a fight with multiple mooks as well as big boss characters well.

Would stats for a fighting game really be affected by gender? I thought a system for stuff like this would rather focus on individual capability and what each character could uniquely do.

I understand the sentiment, but I am unironically interested (at least enough to not be a complete shit poster) as ever since we've allowed Transgenders to compete in Women's sports they've been smashing all the previous record.
They occupy an awkward "transitional" point of on average being way more physically powerful than most women, but usually still less so than an average Man in their field.

It's NEAT.
It's also RELEVANT since fighting games often stylize or design female fighters VERY differently than male fighters.

Fair enough, but fighting games also give 0 shits about age and gender when it comes to combat. SFV has Mika taking a punch to the face from Balrog and forcing him back with the power in her neck. This is a punch from a man that killed an elephant with a single hit. I'm not overly concerned with power in relation to gender when it comes to fighters and beat em ups.

They're sort of trolling you, or alternatively, they really like World of Darkness. The SFRPG by White Wolf is really not very good. Fight! The Fighting Game RPG might be more what you want; it's still kind of clumsy and overcomplicated, though.

Legends of the Wulin might work, if you were willing to do lots of refluffing.

LotW is pretty good if you can wrap your head around it. If you want something lighter, Strike! is a very good team based brawler.
