If someone has a +1/+1 enchantment and they aren't using counters then you attack forgetting about the +1/+1 what happens? Is it really my responsibility to keep track of my opponent's nonexistent counters?

We play casual and any dumbass who forgets about their +1/+1 loses it. Why should others suffer for the stupidity of one.
For the little bit of tournament I played (5) the player who forgot an effect loose it.

Is it an enchantment that gives things +1/+1? Or is it an enchantment that puts a +1/+1 counter on something? I hope you realize those are two different things.
If the enchantment just gives things +1/+1 (as opposed to putting +1/+1 counters on them) and they try represent that with a counter, that is misrepresenting the game state and that is a rule violation.
