is it possible to remove/destroy magic in the forgotten realms? like permanently erasing the weave and not just shutting it down like it has been before. exterminating magical races, items, locations, and beings including gods.
what level of power is required to do this? and who would try and stop you?

In 2e, the Weave isn't magic, it's a GUI interface for it, which Mystra propagandizes as magic itself. Casters that travel between planes and settings still use magic, but they have to adjust it to draw on the local power sources etc.
This is probably the Watsonian explanation for why Faerun is high-magic, and why casters in other settings do more with less - they're programming in assembly.
