I think I've managed to stat a Commissar in 5e using only Adventurer's League approved material.
Let me know what you think.

Level 4 Figher/Champion

Variant Human:
>+1 Dex
>+1 Cha
>Feat: Crossbow Expert
>(Ignore Loading, Ignore close quarters, Can shoot as a bonus action when you attack)

Fighting Style:
>TWF/Dueling

>Go for the other at next opportunity

Stats:

>8 Str
>16 Dex
>13 Con
>10 Int
>10 Wis
>16 Cha

At level 4
>Feat: Sharpshooter
(Base +10 damage to every ranged attack at the cost of -5 accuracy, Ignore Half and 3/4 cover)

With your awesome charisma, get those filthy peasants to do your bidding and BLAM them when they try to run.
Alternatively swap the Con and Cha for more Tanky-ness
Can also swap Dueling for Archery if you want to TWF Hand Crossbows.
