On some distant borders of the Galactic Community, the mere rumor of one department making a breakthrough can result in it being assaulted by the hired guns of rival Science teams.

The Planet that first discovers the means could likely be the center of the next Galactic Empire.

There is a small region in the Milky way formed by the New Encedalus Colective. They are no longer human but have reached transhuman state through their advanced biotechnology and now hunt down alien lifeforms, sapient or not, in their quest to reach posthuman state by adquiring, integrating and modifying all the genes they can reach their hands on.

They tend to be neutral with respect to other groups and very wary of protecting their own accumulated knowledge, but still keep a strong merchant, explorer/scientific and military fleet made of biological starships.

They organize in sociobiological castes of specially modified humans, that are actually a subespecies of Homo Sapiens and very specialized in their tasks, with post-natal genetical modification being possible but dangerous.

The top caste is made of a superorganism consisting of building sized brains capable of processing vast amounts of information and directing the society through emergent behavior. That is, everyone is free and there are no rules but everyone has genetically imprinted behaviors that can be triggered with colors or chemicals and they will feel very rewarded by following those behaviors and privacy is nonexistant, but no one feels any problems with that.

Most of their tools and industry are biological in nature, and they tend to be very good synthetic chemists and biological masters , being able to adapt to any environment or adapt an environment to themselves and create almost any chemical compound or structure you can imagine, and the few they can they might be able to make them if they find more rare genes.

They have severe problems with binary computing systems, and they see those systems with disdain, but they can clumsily use them if they have the specific biological-binary adaptor, but the adaptors only work with the concrete machine they were designed for.
