The Qu think they are blessing planets with their influence and must continue their pilgrimage across the galaxy so that others may also be blessed (and to prevent any upstart civilizations from actually putting up a fight).
Their job is to go around sending species back to the stone age while getting off on playing god, and eventually they get bored of their toys and move on.

I have read it, I was just wondering what it was. Is there something more to it? Does it tie into a game or setting? I like the ideas in it and it seems really interesting but it is quite summarised and I was wondering if there is more to it than it being just a very interesting thought project.

I should mention that the author plans to eventually rewrite All Tomorrows, but he's going to revamp his Snaiad alien world building project first
