He has more hoops to jump through. Things go in graves and people draw cards naturally, but you have to actually try to put counters on things and then kill them.

Also locust is stronger than scarab its just scarab is more flexible and people like that. Its breya v atraxa all over again

They are both on the slower and more durdly end. Locust because of his cost and the fact that you have to resolve a wheel, windfall, brainstorm, or what have you. Scarab because you have to either dump a fair amount of mana into his ability or wait until your next upkeep for value. If I had to say that one was strictly better I would probably say locust of how hard it combo's with skullclamp/ashnods (not just the two together, but either one resolved on its own can accrue game winning advantage in one turn.

Have you seen the scorpion god in action? You play things like archfiend of ifnir, necroskitter, and that artifact that gives all your creatures whither and combo off with Rakdos gas and reanimator. Yes, the other gods are easier to build around, but my main man compensates for one of the biggest weaknesses in his colour combo.
