Destroyers aren't scouts. Fixed and rotor-wing aircraft are the scouts.

Cruisers WERE scouts before naval aviation really took off (hehe), they "cruised" ahead of the flotilla because they were big enough to fend for themselves against smaller vessels and fast enough to outrun what they couldn't fight.

The original purpose of the destroyer was to destroy something called a torpedo boat so that capitol ships could focus on shooting each other and not have to sweat the small stuff. Eventually torpedo boats moved underwater and became submarines, at this time naval aviation was becoming more effective as well due to improved carriers and planes, and the role of the destroyer became destroying planes and subs.

I'd say the name fits quite well.
