Not really, if the setting is sci-fi, a mechanical tail works marginally different and has many more uses than in a fantasy setting.
It also depends on the tail and how the tail is made.

What do you mean by functional? Different tails we know about in biology have different purposes. Many of them are for propulsion (often swimming), on bipeds they are often used for balance, although for upright bipeds that probably isn't quite so useful so much as it would be for something that stands hunched over raptor style. Some animals use tails to store excess fat deposits, as feelers, have stingers, etc.
