What aspects of the Metal Gear games do you want incorporate into a table top game?
I'm currently running an MGS game in gurps.
Only real downside is that it's very simulationy and its hard to make shit happen for narrative reasons like it does in MGS sometimes.

Wild Talents. Primarily for superheroes but you can pretty much make anything. should be great for making those whacky bosses
stat +skill= the amount of dice in your pool. roll poll, count the pairs. more pairs means faster, higher numbers mean better.

That's sorta hard to do in groups.
I can get you XCOM like tactical combat on the squad level between specialists when the sneaking breaks down tho.
