Why did GW decide to call them "Heretic" Astartes when

When they decided that they needed a name more copyrightable.

I don't think "Apostate Astartes" or "Infidel Astartes" is any less copyrightible than "Heretic Astartes", unless GW comes from Black America and think that they can just change the definition of words whenever it happens to suit them.

Heresy invokes a more insidious and internal threat. Heaten, apostates, infidel bring images of crusades.

They're Heretics from the perspective of the Astartes, who don't believe in the Emperors Divinity. Renegade Astartes take that a step further by rebelling against the Imperium and worshipping the Dark Gods.

From the perspective of the Ecclesiarchy, they're Apostates and Infidels

Very seldom are they Heathens, as that would imply they never heard of or served the Emperor at all. Chaos Worshipping humans who were never a part of the Imperium would be Heathens. Heathens are technically less bad than Heretics and Apostates, as they are not guilty of the sin of Treason.

Apostates, once believed and now do not. Infidel's believe in something else entirely.

Given that one of the major sticking point's is the Emperor's divinity, most Astartes chapters are also guilty of heresy but the Imperium isn't stupid enough to brand them as such
