When one on one, its all about sizing your opponenet. It is about trying to figure out what they are trying to build, while you build your own hand. So its not as much luck as card counting, and I was taught card games by a couple of math nerds, so its my two player game of choice. But yeah, once you get two three people its almost all luck and just gets frustrating when when people discard things you cant pick up.

Texas Hold 'Em, Rummy 500, and Egyptian Ratfuck. One of those will always be the right answer.

Bullshit. Best game for a group of friends.

Cards go in order from the ace of spades. So after ace->2 then so on. Jack,queen, king, then a new ace. The cards are always played face down. You have to say the number, meaning multiple of the same card can be placed, of the cards your placing and what it is though you can lie people can also call you out on a lie and if they do you get the pile of cards in the middle. If they call you out and it's the correct cards then they get the pile. Fun as fuck and easy to learn.
