How would you folks run a Waterworld campaign?
I'm doing a Low-Magic(Mythras Folk-Magic) Modern-style(RQ Firearms) style game where some dimensional Cataclysm caused a mass-invasion of Leviathan-Like creatures from and flooding of the world. Humanity survives much like they do in Waterworld, with some manifesting minor magical abilities and others magically mutating to be able to breath underwater.
Anything interesting I could add?

Hey /tg/ ive only really played D&D 3.5e and im looking to branch out.
What is a good system for me if I would like to GM an early 2000s, inner-city, punisher-esque, mob vs gang vs cartel vs police style game?
An all-human setting, where firearms are very prevalent. No magic, no hacking, no steampunk, all that jazz.
Bonus points for trait based, as I wanted to try one of those, rather than a class based system.

If I were a player, I would want to acquire and customize a ship.
Pic is a pneumatic cannon. If gunpowder or cordite becomes difficult to acquire or store, this would work even underwater.
