Barbarian tribes should be groups of people that have not been absorbed into larger cultures or civilizations for whatever reason. A few of these could be largely peaceful and survive due to isolation, or even entire kingdoms in relatively isolated areas that no one has messed much with, but most of the prominent ones should be warrior societies that can resist any incursion from outside forces and prompt people to go 'maybe we should leave these guys alone.'

Generally I prefer the bronze or iron age flavor, especially depending on how powerful I want them to be (kingdom vs. tribe, etc). And you can basically just base them off of real-world cultures after you figure that out, unless you want them to be more uniquely fantastical.

In RPG terms, barbarian should encompass everything from nude cavemen to early Nords.

So anything from flint tools to metalworking petty kingdoms.

If your players' native civ is NotEngland or NotRome, then your barbarians can be NotMayans or NotZulus. If the native civ is NotChinese, the barbarians can be NotTalians or NOttoman Turks. Barbarian basically just means outlander. They're not barbaric because they're savage, necessarily. They're barbaric because they're *weird*. Primitive, advanced, it don't matter. Just make em different. Barbarians in my campaign, for example, are desert raiders, like the Arabian tribes from Lawrence of Arabia. But then, the original civ is closer to Italian princedoms or maybe Greek city-states, so a little more Med flavor.

Their technology can vary greatly. I guess for them to be called Barbarians it would be necessary to have them as less advanced than whoever they are compared to.
You can have loin-clothed barbarians raiding an european style castle, or a well equiped, well armed group of barbarians facing against a better equiped, better armed Roman style nation. You could even have a futuristic setting with either modern day level of tech barbarians or weird techno-barbarians like the WH40k guys from Terra before the Emperor kicked everyone into submission.

In terms of looks you can have barbarians with little to no clothing in a setting based on south-america, caribean islands, african jungles or indo-china but you could have barabarians with heavy clothing in an european, russian, mongol setting.
And none of those are rules. You could make half-naked or fully clothed barbarians in any setting.

If you go back to source material in the real world, though, then the meaning really opens up. "Barbarian" and similar terms often basically meant foreigner/outsider. Certainly, there were usually connotations of the "barbarians" being inferior but more as trash-talking and ego rather than them really being comparatively underdeveloped.
Mongols were barbarians to the greeks, germanic tribes barbarians to the romans, vikings to everyone along the coast and the japanese considered all outsiders barbarians.
Raiding/conflict is often a factor but it really is about perspective.
