Is there a good realm management supplement for 5E or does the DM guide touch on these elements adequately?

2nd Edition AD&D would probably be a better bet.
Spelljammer hasn't seen real love in such a long time, that the idea of different planes and settings being reachable by shifting or giant-hamster-powered spaceships would be novel.
