I think it works better from the opposite approach.
The tech looks all cyber and people refer to it as technology and takes it for granted but at it's core it's mystical and works on animistic, symbolic principles.

What sort of opening quest could work for a setting like this?

Acquiring a stolen cryptid? Rescuing them?
Investigate the strange murder of the CEO's son (Secretly a hacker)?
Theres a lot to build on, just which would be the perfect start I wonder.

That works. My idea was a changling deal. Where they switch minds with someone in meat space, taking their body and letting them live in virtual Arcadia.
But you could probably do anything with a computer (electronic or biological)
I'm thinking a quest to find the right body for a elf. Raiding warehouses for android bodies, secret R&D bases for vats of nanomachines until she finds out she really wanted to be smartlinked T-90 main battle tank all along
