Biopunk and transhumanist sci fi are the words you're looking for. RPGs: shadowrun, Transhuman Space, and others. Eclipse Phase if you can stomach it.

Hell if I know. Assuming all the usual post-humanism is over, there's not much to do with cyberpunk, especially if you also consider post-scarcity. If some metaphysics breakthrough happened by accident in a generic cyberpunk setting, that could stir shit up. Fucking with the fabric of reality is always fun. If a religion turns out to be true, its followers could turn into the higher class. Alternatively, psychic stuff or straight up magic. Dunno, go wild.
Why isn't there a modern near future/cyberpunk setting(with devs that aren't absolute cunts)?

Cyberpunk got old and nobody's interested in it anymore. Half of gamers are "cyberpunk is nao" and the other half are "cyberpunk is transhumanism". Game over.

BTW, as I posted in other thread, there are ideas to make bioluminscent leaves with gold nanoparticles, shrubs that can leech metals from the ground, transform forests in gigantic antenna arrays and a bunch of crazy stuff already. And that's only vegetables. I haven't been up to date on animals.
Better get drugs to imagine crazier stuff. All the drugs.
