GURPS Technomancer had this. No worse than any other drug.
Most drugs go through a 10-20 year period where things get really bad, then society gets used to them and the users who were going to kill themselves have done it. So things settle down.
Mainly in GURPS this spell is used to create slaves.

That does not even work in animal studies were the animals are kept in a functioning social surrounding. Why would someone who dedicated his whole life to achieving power and/or cumulating knowledge be so easily influencable.
