Is it possible to make a dystopian, lifeless, crime-riddled hive city look nice?

Depends how you mean by "lifeless" and "crime-riddled", but yes, for given values of "nice" (and views on architecture, I mean, some people like brutalism)
But yes, it could be tightly controlled to the point of lifelessness, with corrupt cops and everyone committing crimes big and small, but it could still look nice

If we're talking about a sci-fi setting then yes with the magic of AR.
Yes.

Coruscant
you could have some fancy scrubber-bots/self-repairing structures that pop out whenever dirt shows up
e.g. stab someone, wait 5 minutes, automated cleaners show up and remove the body, blood, evidence, etc
everything would look clean, freshly made, etc, just because everything gets swept under the rug insanely fast.

Ditch the metallic greys and go for some light colors like white, gold, light blue, whatever. Then kill every producer of a black and/or neon light source.

This. Just paint everything white and bright primary colors, or cover it with mirrored glass, and then keep everything relatively clean.
It's not like there's some law saying a dystopia needs to be dingy.

Yes, it's called the upper hive or spires(if you want it to be luxurious).

Put some color into it.
Despite what video games might tell you, having a shitty social environment doesn't automatically turn the whole world into shades of greyish brown.

Though, if there was, that'd be pretty dystopian.

That's probably the prettiest impression I've ever seen of anything Judge Dredd.

You can make the shopping financial business and midddle class sections look 'decent' for a hive city while the upper class sections are fairly nice.
