if you want to speed up rules making force them to use a Hobby, History and Job. Then, 3 kungfus. Kungfus can be used in fights and everything else, Hobby, History and Job are broad, but can cant be used in fights. Done. thats all you need. Get some dice on an app and play it in a bar.

A retroclone. Seriously, something like Swords and Wizardry whitebox, players need to know just a few pages of character class writeups, spells and equipment section. Chargen is fast too, once you understand what the character is made of it's like 2 minutes with your eyes closed.
