The issue is rocks are fucking cheap and anyone can hurl one without training hence they are a problem during sieges.

The formation still won't last against an archer barrage hence why they only used them during the final stages of a siege after the all the arrows are spent on auxiliaries.

To be fair, at Carrhae the Romans did manage to persist quite long. The problem was that Roman cavalry was baited into pursuit, but the Roman testuda managed to persist for almost an entire day. If the Parthians didn't have new arrows being brought to them all day, the Roman strategy of waiting until they ran out of arrows would probably have worked and Mesopotamia would be Roman,
and the rise of Islam would probably be prevented much later.

That works against the sort of soldiers the Romans were used to fighting, who used thrown mainly weapons and small bows to weaken troops before closing to melee, or were dropping rocks on you from a wall while you battered it down. It did not work against sustained mass volleys of arrows from composite bows. Too many would slip between shields, hit feet, or get lucky and punch through the metal. Eventually the formation begins to break and more people get hit. It's hard to reform fast enough with dead and wounded in the way. Over time, if you can't close to melee, the formations fall apart and you get massacred.

Princes of Vladimir since Alexander Nevsky tried to pacify the mongols to let the country recover while princes of Tver sought military confrontation. I'm a GM and my party had this situation. Which means that the first encounter that they couldn't stand still next to the enemy and melee attack them, they almost died from.

I got a lot of passive-aggressive comments from half the party, but they've learned their lesson and one of them has picked up a bow and a token amount of arrows (Literally, like, five) and I think the rest are planning on doing it when they get money.
