As to your question, it depends entirely on your modeller, your printer, and your medium. I've seen some really neat, really detailed small-scale stuff. Look up some videos on YouTube from 3d printing channels to see.

The real roadblock, as said, is going to be either not having a good modeller, or not being able to shell out for a good printer or medium.

I don't know what part of Arkansas you're from, but the job market where I am could suck a golf ball through a garden hose. If you're not a teenager, an old person, already employed by a competitor, or related to someone in a manager position or higher, you're not getting hired. Period.

Your target output device is going to be an SLA (StereoLithography Apparatus) printer rather than a cheaper FDM machine. There's a few low end SLAs on the market that could put out appropriate quality, but the upkeep on SLAs is expensive; the raw resin has a shelf life once you pop the cork. You'd need to keep it running or the materials will go to waste.

So am I seeing it right in that it prints stuff upside-down? Also, if it's using raw resin, wouldn't it make more sense to move it to an air-tight, vacuum-sealed container after opening, to keep it from spoiling?

Correct; laser is in the base along with a couple of motor controlled mirrors to aim the beam up into the resin tray and onto a build plate; the plate gets pulled into the air 1 layer at a time.
As to the resin spoilage, resealing it supposely makes things worse; the stuff nees to be optically clear, transferring it back and forth gets it dirtier.
