For my own personal headcannon the underdark is a plane of reality all of it's own that is linked to every other plane of existence and is symbiotically linked to them. So you could travel to parts of the Underdark and find massive oceans deeper then the ones you find on the surface or vast caverns literally as tall (or taller even) than the tallest mountain or even find parts with volcanic activity in it or frozen over in ice.

It wouldn't make sense if you try to match it perfectly to whatever world you are on but it's there.

It's basically another level between the surface and the mantle.
Species usually spread out throughout the entire underdark since climate is pretty uniform throughout unless they have specific ties to surface geography
Regional differences are probably more muted for the above reason unless a specific geographic feature changes the culture (living next to lava pools).
The language thing probably depends. Do you have each elf-subtype also have multiple languages based on region? And again, drow are a subspecies of elves. Each subspecies usually doesn't have different ethnicities although cultural differences will probably serve the same role.
Earthquakes, Cave Ins, Flash Floods and Volcanic Eruptions will all still occur underground.
Underground tornados might form when hot air from somewhere near a magma pockets and cold air from the surface/ice zone/underground ocean meet.
Remember, it's your setting do as you please.

The Underdark is basically everything under the surface. It's essentially split up into 3 separate layers.

The Upperdark comprises the area from the surface to about 3 miles below that. This is where most of the creatures who exist underground live - dwarves, drow, goblins, etc.

Then you have the Middledark. This is the are from 3-10 miles below ground. This is where the largest drow and mind flayer cities exist. Generally speaking travel is much harder the middle dark. There aren't as many tunnels and the geography is generally more stable.

Finally you have the Lowerdark that that comprises everything 10 miles below ground. Few things live in this zone. The air is stale to unbreatheable for the most part and even mosses and fungi have a difficult time growing. Typically only magically powerful, alien or insane races manage to live here - Derro, Beholders and Aboleths.

Different sections of the Underdark are frequently difficult or even impossible to travel to. You might have a city in the Upperdark that's only a mile above a city in the Middledark, but it could take weeks or months to travel between them if there's no direct tunnel.

No, drow tend to only exist near where elves are native on the surface. A huge portion of drow elite control over drow commoners is based on the propaganda that the surface elves are constantly planning to attack them; this doesn't work if the surface elves are really far away.

No, it doesn't work like that. It's just mazes of caverns and tunnels. The biggest are only a mile or two wide or tall at most.

Probably they should, but for ease of play they just all speak Elvish and Undercommon.

Mechanically meaningless.

Yup, though mostly they amount to earthquakes, sinkholes, collapsed roofs, or volcanic activity.

Yes. A large enough cavern will have its own weather, of course, but no cavern is large enough to get the wind speeds needed for even a stiff breeze, let alone a hurricane.
