What is it about settings with big bloated beauracratic empires slowly rotting from within that make them so appealing ? 40k and KOTOR 2 seem to be the only settings I can find that itch that itch
Because they're a nice change of pace from the disgusting noblebright perfect-worlds-of-perfect-people that plague too much recent media.

>big bloated beauracratic empires slowly rotting from within
It's something we're familliar with. In the Western world, which is republican/democratic in varying degrees and mostly peaceful, the biggest 'threat'other than politicians and bankers actively seeking to supplant the population and destroy local culturesexists in 'bloat': governments taking on way too many tasks at once without the manpower, resources or expertise to do it.
