My friend wants to run a game in the wild west with giant monsters in it as well. What would be a good system? He says he doesn't want GURPS, as it's too general, although he'd take it if he had to.

If he doesn't want to play GURPS, you can try Savage Worlds. It has Deadlands supplements that you can use, and you can theoretically do monster hunting in it. 1 vs. Many fights in RPGs tend to go south for the 1 pretty fast, though, so make sure you follow the usual rules for boss fights.

I'm almost 100% certain there's no good system for kaiju fighting. Best you can do is take a system competent with wild west (GURPS, Deadlands, Dogs in the Vineyard...?) and have it work at a kaiju scale. Having kaiju/human scales interact doesn't seem to work out well unless you're very cinematic about it, since kaiju should rightfully be able to smear normal humans with a single successful hit.
There is a japanese RPG that's come out called Colossal Hunter, but as far as I know no one's translating it yet, and we'll take a while to get around to it.

Don't lie. It does your standard array of large and small fantasy races very well. From Gnomes to Giants and Dragons, and Kaiju isn't that hard. I ran a Godzilla game where everyone was a ludicrous giant monster before and it went well for about four sessions until we all died because someone went nuclear. Literally.
